In 3gpp rate adaptation the client sends the TARGET TIME and the MAX BUFFER SIZE in the setup message to the server and also update the free buffer size by the RR report. The server should keep the client's buffer level below the MAX BUFFER SIZE during the whole streaming session. The current problem seems that server is sending data over the MAX BUFFER SIZE, even though the client reports no FBS in the NADU RR report.
