For the command 
producer - ac 01 -sp server9.0 at 192.168.10.70:3/live.rm
transport used by producer is always udp, so it is expected behavior for this command line i.e. When
receiver set to tcp, player not be able to connect and producer to not to give any errors.

For issue seen with password only brodcast with tcp, please create a new bug with job file use and
exact behavior seen.
