Description:

Per the LoadMgmt spec:
"If the initial encoding complexity is set to medium or low, the encoder 
will still vary encoding complexity up or down but it will never raise the 
encoding complexity above the initial value."

Producer initially runs at the desired complexity level.  Then, after 
something causes a reduction of complexity, Producer tries for a higher 
complexity that the initial setting, if there is CPU headroom.

This is seen in RealProducer 10, 10.0.1, and all builds up to toolsall-
033105-2683.

How-to-repeat:
1. Create a capture job with all streams set to "medium" complexity.
2. Run the job on a machine known to be able to handle the stream well.
3. Notice that it hasn't lowered levels
4. Starting another stream, or something to burden the CPU.
5. Notice that the encode from step 2 has lowered complexity level.
6. Stop the encode from step 4.
7. Notice that the encode from step 2 tries for "high".

Actual Result: Complexity level attempts to go above that set in job file
Expected Result: "If the initial encoding complexity is set to medium or 
low, the encoder will still vary encoding complexity up or down but it 
will never raise the encoding complexity above the initial value."
