When video preview is enabled, no video is drawn to the video output 
window during a video encode.  Audio output does function correctly (VU 
meter).

Repro

1. Set EnableOutputVideo = True
2. Set ShowOutputVideo = True
3. Launch your project and assign a job with Audio and Video Input
4. Encode the job watching Output video monitor

Result

No video is displayed in the output monitor

Expected

Video display showing the encode output

Additional Notes

The resulting encode will be correct and will contain video.
