Target Bit rate value can be set greater than 512000


1) Start the Helix Mobile Producer
    The Default Export Type is 3GPPv5
2) Select the Audio/Video streams tab
3) Hover the mouse over the Target Bit Rate input field.
    The hover info shows 8 .. 512000
4) Type in 10000000 for the Target Bit Rate and press ENTER
   The value is accepted and the VBR maximum bit rate now shows 1e+07
5) Choose File-> Export Job to save the Job file
6) Choose File -> Import Job

Receive an error that the saved job file is not a valid job file. This 
includes a message that the job file has a Datatype error: 
Type:InvalidDatatypeFacetException,Message:Value'10000000' must be less or 
equal to MaxInclusive '512000'
