I checked the file with RMEditor.
Both audiences are used, as expected.
The file created has two actual video streams and one actual audio stream, as expected.
There is no problem, except maybe in the syntax of the spec:
"If two or more audio streams have the same audio codec, the second stream is skipped."
It should be more like, "In a Surestream scenario, if the same audio codec is used for two or more
audiences, then only one is encoded, and each respective audience shares reference to that stream."
