m_bKnowHTTPResponseContentSize == FALSE means we didn't get a 
Content-Size in the HTTP response. m_bKnowContentSize is sometimes
FALSE during progressive download situations when we actually DO
know the Content-Size in the HTTP response. m_bEncoded means the
data is gzip-encoded.

If it does, then you or I can submit it to filesystem-dev for approval...
