With the target of splay_oggvorbis_local, then it's
not building the ram fileformat and renderer plugins.
I suspect that's the issue.

If you want RAM support, you might build splay with
the "helix-client-local-net-ra-mp3" profile and then
just build the "datatype_ogg_fileformat" target
(.ogg fileformat plugin) and also the "datatype_vorbis_renderer"
target (ogg vorbis rendering plugin).
